no, it is of course _not_ necessary to join the association to donate to an 
association. in fact, legally, donations are made possible through an 
association (or in german: "spende an einen eingetragenen verein").

so, as an individual or firm, you may already donate to the association. the 
problem is that the t3 association might have other things in mind they want 
to sponsor first, so your donation most likely will not speed up the 
projects you want to be finished.

again, there needs some voting mechanism accesible for everybody (not only 
association members) to decide where the money they donated should be spent.
