yes. if you look at the bylaws of the association you will find that one
of the purposes is to help typo3 to be developed.

No. There will be a way for non members to contribute.

i guess that many things will be discussed during tycon3. i had a talk
with kasper during linux-day this year and he wants to have a plattform
where all this can be exchanged.

feel free to coordinate this for projects in the non-core of typo3. but
i think it would be nice to have something on typo3.org...
