[Typo3-dev] Localization with restricted Languages

Hello,

Making my first Multilanguage Extension and am having a problem:

When I restrict my users to only one language I get all the other flag 
icons in the localization view. When the user clicks on one of the 
restricted language-flags a new record appears instead of giving an 
error. when the user wants to translate that record then it gives an 
error message:

1: Localization failed; Source record contained a reference to an 
original default record (which is strange)!
