[Typo3-dev] utf-8 standard in TYPO3 4.0?

As far as the core only uses those english character known from ASCII, I 
   woulden't expect great problems. The bits of those first 128 
characters are 100% identical for utf-8 and iso-xxxx-xx Codes as far as 
I know.

Possible locallang.*php files in of the core should be converted to 
locallang*.xml before, cause they may contain other char sets.
