Hi Dmitry,

you should use "Frontend" as mentioned in
http://typo3.org/documentation/document-library/doc_core_api/ext_emconf_php/
"Generally frontend oriented, but not a 'true' plugin".

Examples: You write an extension
- to modify the frontend login of a user
- to track a user's frontend movements
etc.
