Aha, you said before that menus did work in 3.6!

And what's sure is that you cannot mix different charsets. *) Once you 
choose forceCharset you're basically stuck with it (at least in 3.6, not 
sure about 3.7).

Seems to me now that the Typ3 graphic routines or the graphic font 
rendering libraries just don't understand your charset: big5.

What you could do is is this:

Setup a test site. Make forceCharste=utf-8 (DON'T mess with the Apache 
default charset). Enter some test date and add a graphical menu.
If it works out all right, there is hope.

*) It's logical that it won't improve things if you have data in charset 
A, but tell everybody it's charset B. Most charsets are completely 
incompatible, so this will never do any good.
