Hello

I have big troubles with emails sended wich typo generate. At many places in
code there are hardcoded charset entiries.

I made extension based on phpMailer (http://phpmailer.sourceforge.net ),
that cover htmlmail & formmail problems, but there are another places in
t3lib_div, nonextendable.

What is the practice to solve such problem, send patch to who?
