[Typo3-dev] Foreign keys anyone?

Hello all,
While I was browsing through my new typo3 installation I noticed
something a tad worrying in the DB section. There are columns that
appear to be referencing another column, but without any foreign key
restrictions on them. Is this a concious design decision (in which case
I'd be interested in knowing why) or is it simply an oversight from
whoever wrote the DB scripts?
