[Typo3-dev] (double post) Workflow - again (but this time i've done it)

I have had loads of interest from people about this workflow thing and 
had spent lots of the weekend working on it.

I will publish my beta extension in the next few days with some notes on 
how i see development progressing. -- Sorry to those who i said would 
have it today... it needs a little more work.

I am also keeping a "requirements" section in my TODO.txt which i am 
adding to whenever someone emails/posts that they want something.
