Main point I see is, is it ok for the Core to rely on externals libs 
such as PEAR?

Nothing's wrong in using PEAR in your extensions. Just take care that 
the library in question uses a license compatible library. I'm not sure 
if all PEAR code is either GPL or LGPL. Or whatever compatible and 
incompatible lecenses the authors may come up.
