I don´t agree with this. A Conference needs continuity. This continuity
can only be reached by very, very commited people (a bunch of theme) or
a Verein. Other projects go this way.
BTW. It is natural that certain struktures, hierarchies even some kind
of tradition develop. The question is, do you want to control and
support this, or do you wait until it happens. I would choose to
control and support it.
Jan beeing one singe person acting as an independant institution in the
government area has achived much, how much more would a TYPO3
Institution achive? See him as the prototype to such an institution:

The overload is not that bad. Besides it can be a catalyst that
attracts people willing to contribute. So it creates additional helping
hands.

That´s the point. Nobody would invest (time or money) in a project that
might or might not be there next year.
