[Typo3-dev] Newbie: Template problem

I assume you mean the Admin Panel.  To get this to show up, add the
following to the Setup portion of the Template configuration:
    page.config.admPanel=1

BTW - this question belongs in the Typo3-English mailing list, not the
Typo3-Dev mailing list.
