They don't need to do that either if the HTML is seperated from the PHP. 
That's the point in providing a standard-template (that can be overwritten 
by any designer). Take a look at the Direct Mail Subscription extension. 
It has a seperate design-template, it can be used out of the box, and it 
can be suited to any layout needs quite easily. Everyone's happy ever 
after... ;)
