Yes, that's a "too many bugs" error which helps us to reduce the workload for bugfixing.
But seriously: I have been switching the bugs.typo3.org to a different location just when 
you tried to access it. Now it should work again ...

wiki.typo3.org also has been offline for 5 minutes or so.
