[Typo3-dev] singletons instead of pre-loaded objects

I suggest this for future stuff. I used t3lib_db and t3lib_cs only as 
examples. Though I think it might have been good to introduce singletons 
in 3.6.

Anyway it's a suggestion, if you don't like no need to implement it.
