[Typo3-dev] $TYPO_CONF_VARS["EXT"]["noEdit"] works only global

Hi Kasper,

If I set
$TYPO_CONF_VARS["EXT"]["noEdit"] = 1
global Extensions can be edited although 

$TYPO_CONF_VARS["EXT"]["allowGlobalInstall"] = 0
has been set.

II would consider this a bug. Maybe there is an easy solution to this.

Also it has been reported on the ML that deletion of global extensions
is possible 
despite $TYPO_CONF_VARS["EXT"]["allowGlobalInstall"] = 0 also.

Solution:
write protect all directories&files in the global typo3/ext directory in
filesystem.
