Sry but i have to say: you should dont use the RTE as a html editor it is a text editor! Divs has normaly nothing to do with text, so change the classes and id's and so on in your footer.html partial (fluid).

If you want a simple way for you to integrate and a simple way for editors - you can make own content-elements (i think the simplest way to do this is to use the extension "mask").
