No, you are not and I agree with you although I am one of those who had 
to cancel some weeks ago and paid some fee for that.
When I knew in mid of December that I had to cancel because of moving to 
my new office in the second half of January, I also had to pay 25% 
cancellation fee although I could pass the place to another guy in time. 
And I think this is ok because it costs the event committee and the 
traveling agency time to arrange all this for a new participant.

The terms clearly say, that cancelling costs 90% now. So this should be 
healing effect enough.
