[TYPO3-t3board] Football committee

Hello fellow football'ers,

I slightly remember that I somehow promised to make a football committee
after being disappointed that Denmark lost 1 and played 2 draws and not make
to the final.

This committee's primary task is to put together at rule set. Secondly
organize the event.

My notes is a follows:

* More action from the referee. Less physical play. People should be kicked
out for one minute if they are too physical.
* No more goalkeeper holding the ball. Only parades is allowed. Holding the
ball makes it very much difficultier to put pressure on the defence and the
goalkeeper for the attacking team.
* Maybe play behind the goal (if the hall allows it) to keep the tempo up
and not allow the keeper to let the ball pass the goal.
* Instead of 10 hard minutes, play 2 x 5 minutes. This also makes a
different backwall and the opening in the one side even and fair for both
teams.
* EVERYONE _must_ wear indoor shoes. No bare foots.
* Remember a whistle for the referee.

I will have a look at some international rules sometime in this year.
