[Typo3-t3board] TYPO3 new registration

As seen on the list the official registration was booked very quickly.
I suggest to try to get an external accommodation for all who weren't
able to get a registration on time.

If a willing person could negotiate with a accommodation and get a
group discount we could still offer an opportunity to those who want
to go.

Please let me know what you think about this possible solution (for
both registered and wanted-to-be-registered people) and maybe we could
split up in two groups.
