One short question on this, which might have been answered:
Did someone look thru any statistics how long we could organize the
review in this way? Like: If we have a doubleing of EXT every
year, and we need 20 participants for review, we will need 40
next year, 80 in 2007, 160 in 2008 and you soon get the idea when
it won't work any more.

My idea was, that every user could judge an EXT like checking some easy
to ask for things:
documentation: fit along, outdated, to complicated, etc. ...
stability: crashes often, sometimes crashes, never crashed
tested with TYPO3 version: 3.5, 3.6, 3.7, ...
job: does the job, too specific, could be done in TYPO3 directly
etc. etc. etc. you all know it better than I do. So if the questionaire
is short enough everyone could fill it in I think.
Somehow people should know that their vote is not anonymous, so that
noone could spoil a competitors EXT, etc.
but I think a judging system like eBay or similar things helps to 
get along with the workload.
If we have than an order, we than could start from the top down,
to analyse the code if the EXT, and maybe stick some out like:
  programmers if you want to learn from EXT, look at those:...
