I agree with Mathias that for the current hot situation something like 
that is not needed.

If you have a current, middle and long time scheduling such a plugin 
would be a middle or long time execution where several orgas "provide a 
standard" for better communication.

For the current hot situation I would more think about ideas how to help 
  the orgas with money and how to motivate the people or companies to 
give a donation.

To motivate the german students we currently plan something like an 
donation marathon possibly with a ranking from which university how much 
money came from.

Any ideas that way for the community?!
