How about trying to change the strategy for mirroring files to "copy" 
mode instead of "link" mode:

Put this in your Settings.yaml

------------------------------
TYPO3:
   Flow:
     resource:
       publishing:
         fileSystem:
           mirrorMode: copy
------------------------------
