[Neos] composer update fails with TYPO3SniffPool does not exist

$ composer update

   [RuntimeException]
 
\C:\xampp\htdocs\neos\htdocs\squizlabs\php_codesniffer\CodeSniffer\Standards\TYPO3SniffPool 
does not exist and could not be created.

Tried to look for TYPO3SniffPool but couldn't find it...
