[Neos] Node definition > ui > group

It is possible to group contentelements in "New Content Element Dialog" in "general", "structure" and "plugins".

How could I add a new group?
If I add a new group to "Packages/Application/TYPO3.Neos/Configuration/Settings.yaml" nothing happend.
It is the recommended way to change this settings file directly or should I override it with a other file? For example in my site settings directory?
