[Neos] Register Package Repository and use it in my site package

Thats the point.
Its simply a package wich does not contain any composer informations.
Its a third party package wich just js stuff.
It is installed with my settings into Packages/Libraries.
But the missing composer.json seems to end up in exceptions.
