[TYPO3-50-general] Resources/Private/PHP vs Resources/PHP

hi @all,

currently 3rd party PHP libraries/files are stored in
Resources/PHP/[libname]

What about moving them to

Resources/PHP/Private/[libname]

and only allow Private and Public folders inside Resources in order to 
have a clearer distinction here?
