[TYPO3-50-general] Troubleshooting Guide for first steps in FLOW3

Hi folks,

i would like to create (or even) begin a troubleshooting guide 
containing the most important things to think of.
most of it should be self-evident, if one is expierenced with typo3. but 
there are some things even a specialist steps over everytime (chown of 
folders, AllowOverride of Apache, etc. pp.)

Where would be the best place to put that? typo3 wiki? (if yes, where 
exactly?)
