Are you using windows? Then check out the latest revision. there was an 
bug due to windows pathes: http://forge.typo3.org/issues/show/491

If we can believe the code it is
const MINIMUM_PHP_VERSION = '5.2.0';

But i believe it will go higher when stable versions of 5.3 or 6 ara 
available.
