Full ACK. At the moment 100% of the defined rules are fitting to FLOW3.
At the moment there are no special TYPO3 rules.
And: If there are some one day, it is better to create a own package
ontop, so that CMS and Framework is divided in the CGL also.

...ooor something like that. Thats Malte's part. I am ownly the
specialist in the Sniffs themselves.
That would be perfect, cause it offers
flow3-framework-but-not-typo3-users to build their own cgl for their
projects.
