if php6 has native utf-16 support i would use it but what is the
relation to the cr?

- does jsr170 support utf-16
   - if not what is worse
     - convert the cr output from utf8 > utf16
     - or working with utf8 php
     - or will the typo3-cr be a utf16 fork of jsr70

when i googled for encoding and jsr 170 i found only utf8 but that means
nothing since i dont know the jsr170-standard.

for me it's also ok to rely on a future version of php but that would
make it even more necessary to supply a development virtual machine
because not everey php developer is abled to compile php from the sources.
