The site ran with an outdated version of Flow and we unfortunately broke 
parts of it by disabling the ".html"-suffix (see [1] if you're 
interested about the technical details).

The issue with the 2nd-level navigation is fixed now, so you should be 
able to see http://flow.typo3.org/documentation/api (which only links to 
http://api.typo3.org/flow/master/ by the way ;)
