[FLOW3-core] [TYPO3-doc] Integrating "Disqus" on docs.typo3.org

Hi Christian

If you read through the thread[1] you'll find reasons why this doesn't solve the problem. But to sum up it's important that it has code formatting and voting to really benefit the users and not end up useless like the comments on php.net. Also integrating with a personal accounts makes it possible to remove out-dated/old comments. If we wanted something as simple as this we could easily implement it ourselves.

I still think we should just get Disqus implemented and if anybody comes up with a better replacement at some point it makes sense to migrate it, however keep in mind there's a lot of work needed for a better replacement.
