[FLOW3-core] RFC: Auto-abandon rule

Hi folks,
while working on getting the review queue shorter, I thought that it might be a good idea to introduce an auto-abandon rule: any change which received a -1 or -2 and hasn't been updated for, let's say, 2 weeks will be (automatically, if possible) abandoned. If the author persists on having that feature, he should push a follow up before that time. And if he doesn't, the change still is not lost - it can easily recovered from history.
What do you think?
