[FLOW3-core] The first patch?

Hi,

for a long time I observe now FLOW3 and got to know the package structure ... 
I started with small Folders like 'Classes/Locale' and 'Classes/Log' and now I found a function which I think I can improve (F3\FLOW3\Log\Backend\FileBackend: getFormattedVarDump). I wrote new new function and ... what now?
How do I upload the new function? I never participated in a open source community. Is there a voting procedure or decides the team leader ??? Can I just upload it on the subversion server and you will look into it as in wikipedia? Will there be a discussion here before taking it into the package? Must I provide a patch? If yes, how do I do it?

I'm really excited to get to know the workflow of a open source project so please inform me ...
I'm interested in distributing more ;-)
