Workaround - changes the payment gateway site I changed the Return Link Method (for receipt page) to "Automatic linking to the receipt page including result parameters using HTTP GET method (AUTO-GET)" and had to change a couple minor things as the GET vars are not exactly the same as the POST  but now the 403 just doesn't happen.
