[Flow] Content security does'nt work

Hi Falk,

we have no fixed dates yet, but the feature is definitely planned to be
released this year. If you want to have a look at the current state, I¹ve
just pushed my work in progress here: https://review.typo3.org/#/c/17845/

It¹s not working, yet, but if you look at the new Policy.yaml you will get
an idea of how all this will look like:
