[Flow] Right framework for association management?

Hi there,

I am looking for a PHP framework that fits best my need to build an 
association management on a LAMP system. I have to manage members, 
documents they upload, association meetings (and who attended which), 
and much more plus some sort of accounting like "cash basis accounting".

What do you think? Would you recommend flow3 (I like the TDD approach) 
or other frameworks that already have modules that I could use?

I am happy for any input from you. Share your ideas with me and inspire me.
