Sure:

If your primary contibutors sign a FLA you only have to ask the 
remaining contributors to agree to a licence change.
It is easier to only ask 10% than to ask 100%

Why do you assume that contributors might block a licence change? From 
what licence to what differnet licence would this be a realistic scenario?
