[Flow] RFC: Drop CLA for Flow and Neos

Hello everyone,

I've been meaning to sign the CLA for a few weeks now but everytime I
think about it the laziness in me just sighs about the unnecessary
bureaucracy... and I'm a cheapskate too. :)

Anyway, if 90% of the internet is fine with 'If you click/continue here,
you agree to our terms and conditions.' then it ought to be good enough
for Flow & Neos too, I think.

+1 for both, not dropping it and making it easier to sign/agree to it.
