[Flow] how to make active connection to initialize roles for user registration

Hi,

I found a ticket [1] and an attached review [2] on the forge. It helped me
to figure how to synchronize my new policy.yaml's roles to the database.
The roles are synchronized after a signal emitted by doctrine:migrate.

I don't if it is intentional, but it is not convenient. Flushing the cache
did nothing for me.
