[Flow] Trubble with executing Flow

The XDEBUG_CONFIG is just an environment variable that is set, it is not 
important if you have xdebug actually installed or not. That shouldn't 
be the problem. Maybe you get further details if you try to execute this 
line in a shell. Like this it is difficult to say what is wrong.
