[Flow] New Package: Famelo.Features

Anyone looking for using/implementing the Feature Toggle[0] technique might be interested in my new Package Famelo.Features:

It adds a new configuration type Features.yaml in which you can specify features and the condition under which
it should be active (hasRole, isUser, isGuest, afterDate, clientIp, userPercentage).

Then you can use the FeatureService or the ActiveViewHelper to wrap your feature specific features.
