If so, please advise or correct me.

Flushing the caches "not forced" will result in removing the code caches.
Configuration caches (Yaml Stuff) is not touched by this command IIRC.
I tripped into the same trap when I was working with a cached config, 
actually broke the config, but the config caches still had the "old", 
working config :)

Since that I somewhat developed the habbit of force-clearing the caches 
once I change my config or (even better) check the config prior to 
ANYTHING else.
