[Flow] Problem with installing FLOW / Neos and the resource:// stream wrapper

Hey team,

I tried installing Neos on different machines but the installation
fails. While running through the setup of a PHP 5.4, I get this error:

#1: Warning: file_exists(): Unable to find the wrapper
"resource" - did you forget to enable it when you configured
PHP? in
Data/Temporary/Development/Cache/Code/Flow_Object_Classes/TYPO3_Fluid_View_TemplateView.php

Could you help me how I can debug this? Apparantly FLOW is registering
the resource wrapper in another class, but I don't know how to find when
that class is called during the process.

Oh yeah: allow_furl_open is On, and also no other restrictions are set,
stream wrappers are built in (it's php54).
