[Flow] Weird behaviour with Flow 2.0, composer and TYPO3 Surf

Hi Martin!

Looks, as if I have the same problem. Did you test by just removing composer.lock? That helps in my case - it seems to alter the order of installations.

Surely, this is not the way composer is ment to work. For the moment, I will remove composer.lock from my repo and live with the fact that packages are updated all the time.

However, this could be an issue with composer? What do you think? I also read through https://github.com/composer/composer/issues/655, but could not determine if this is related to our problem. The issue is a year old and should be solved by now.
