[FLOW3-general] required PHP version for Flow 2.0?

Hello Mattias,

sry, someone ask me sth. via Skype in german after i've read the
question so i switched to german.

The answere just tells, that the condition is version specific and it
checks for PHP < 5.4 if magic_quotes_gpc is on, if yes throw exception.
The code will run with 5.3 as 5.4 has no magic_quotes_gpc.
