[FLOW3-general] Persistent resources not published

The image exists in Data/Persistent/Resources

But when I debug the result of the uri.resource viewhelper I see:

http://192.168.2.105/flow3/Web/_Resources/Static/Packages/Gamebook.Gamebook/2f4010fcf59b858dcc07cfb60ae18398f57aa701

Gamebook.Gamebook doesn't exist in /Web/_Resources/Static/Packages, but 
the other packages are linked there.

maybe it can't make the image because there is no link to 
Gamebook.Gamebook in /Web/_Resources/Static/Packages ?

Also why is it in Static? I thought it would be published in persistent?

It is an image for a record in my table, it isn't a static resource for 
my package.
