In the latest version (= git master) the link is fixed. You can switch 
the version in the top right:

http://docs.typo3.org/flow/TYPO3FlowDocumentation/latest/TheDefinitiveGuide/PartV/CodingGuideLines/PHP.html

But there are some new rules that don't apply to version 2.0 so the link 
should be fixed there, too.
