[FLOW3-general] neos - adding new content elements

I can see in file
/Packages/Sites/TYPO3.PhoenixDemoTypo3Org/Resources/Private/TypoScripts/Library/ContentElements.ts2

there is declaration of new CE TYPO3.PhoenixDemoTypo3Org:YouTube
but its not shown in frontend when I select the new CE.

Additionally adding new CE according to this tut also do not work:

Is there any bug with this functionality ?
